After setting up a cluster, will normal webmo users be able to run multi-node jobs from the webmo interface? Or do they need to be linux users on the head node?

No -- they don't need to be Linux users. Rather their jobs would then all run under the "webmo" system account. If the users do have a corresponding system account, you can configure WebMO Enterprise such that the jobs do execute under that UID; see "System Manager".
