"Home directories must be NFS mounted across the compute nodes." it says in the documentation. I interpret that to mean:
1. The /home directory on the webmo server should be shared with the following entry in /etc/exports file:
2. The server's share should be mounted (by root) on the compute node as follows:
> mount webmoserver.domain.edu:/home /mnt/home
Is this correct? If so, what permissions should be used?

Yes, export /home. Then webmoserver.domain.edu:/home to /home (not /mnt/home). This way the /home appears EXACTLY the same on the head and compute nodes. This is the standard setup used in almost all clusters.
(You don't want your home directory to be /home on the head node and /mnt/home on the compute nodes!)
