I was thinking of writing a single sign on plugin for my Moodle that would also login users to WebMo when needed. Plan was to get the Moodle username and password from mysql, and then create a webMo account with this username/password and then sign in the user. Anyone have any pointers on how to create webmo accounts from external PHP code?

WebMO uses the Perl Authen::Simple module to support a variety of authentication schemes. It would likely not be too hard to add a module to add support for what you want. See "password_external.cgi" for an example of how this works.

Great thanks! I'm new to perl so its gonna be slow going. Do you think something along the lines of Authen::Simple::DBI would do the trick?

Actually, that looks like it might work. I wasn't aware that module existed (and haven't tried it), but it looks promising.
