WebMO 15 Pro was installed on a CentOS 7 machine, which also is running Gaussian09, MOPAC, and NWChem 6.6. The WebMO user can run NWC, G09 and Mopac jobs from the command line. WebMO runs G09 and MOpac job from its queue with no problem. However, NWChem jobs fail with the following message "No nodes are available for this job, either due to a failure to allocate nodes to the job, or allocated nodes being marked as unavailable..." NWChem has been enabled in the Interface Manager. The machine has been restarted. Where is this message originating from in WebMO?

This does not appear to be a error message that originated from WebMO. Where are you seeing this error?
