if 6-311+G(d,p) is selected as basis in GAMESS,
the actual basis included into the input file is
6-311++G(d,p), i.e. DIFFSP=.T. _and_ DIFFS=.T.

This has always(?) been in WebMO and is probably on purpose ?

Oops. No, this was just an oversight. Look for much enhanced GAMESS support in WebMO 5.0!
