In v. 17, too often I have carefully crafted a customized Gaussian input file, only to find the job stuck in the WebMO queue. I would like to recover it and submit it to another node, however if I kill it, the whole thing disappears and I have to start over. Is this a bug?

This is as per design, although possible not desirable.

A good option is to select the job in the job manager (use the checkbox), and hit 'Download' then 'Job Archive' in the toolbar. You can then access ALL your input files.
